Government of Uganda is set to launch a platform seeking to establish “A Public Policy Management Executive Oversight Platform/ Forum (APEX)”.
According to the Minister for Presidency Milly Babalanda, the APEX platform will clear the mandate ambiguity that existed between the Office Of President and Office Of Prime Minister by making it clear that, whereas the Office Of President is responsible for the Oversight function on behalf of the Executive, Office Of Prime Minister is responsible for the Policy/Programme/Project Implementation Coordination as articulated in NDP III M&E Implementation architecture.
Babalanda revealed that in the inaugural meeting, the Apex platform secretariat will present its annual report to President Yoweri Museveni for deliberation and guidance on which course to take.
Babalanda says that the Report will use evidence to inform the Executive and other Stakeholders on the extent to which the specific interventions have impacted on the citizenry and use the same evidence to inform Policy Development.
She said that the report was drawn by political leaders and a cross-section of stakeholders drawn from all corners of the country who contributed to the Draft Report which is now subject to validation.
Adding, “After the validation, this report shall be presented at the 1st APEX Platform chaired by HE the President.”
The APEX Platform inaugural meeting will be held at a later date to be communicated this month. This will be attended by both core and other members that form up the Apex Platform namely, Office of the Presidency, Office of the Prime Minister, Finance, Planning, and Economic Development (MoFPED), National Planning Authority (NPA), Public Service, Information Communications and Technology among others.
Babalanda said that the members mandate is aimed at Strengthening Programme / Project Preparation, Implementation, Monitoring and Evaluation for sustainable results.
Government of Uganda during a Cabinet meeting held on November 5, 2018, discussed and approved reforms presented by the select sub-committee of the Cabinet that was chaired by the Minister of Presidency.
The select committee was charged with the responsibility of delineating the Mandate ambiguity and functional overlaps between the Office of the President and that of the Office of Prime Minister.
