The Attorney General Kiryowa Kiwanuka says the 10-year contract that government of Uganda signed with Russian company Joint Stock Company Global Security to install digital monitoring systems in all motorcycles and vehicles in Uganda was approved by his office.

Media reports indicated that Joint Stock Company Global Security which was awarded the contract on Friday last week is facing bankruptcy litigations in Russia and more than a dozen other debt related litigations, however Kiryowa said in a phone interview that the government isn’t aware of any bankruptcy order issued against the company.

“Yes, the contract was brought to my office, we approved it and we believe there is no risk, Uganda is not exposed to anything at all,” he said.

“The Contract was approved by my office taking into consideration all the laws of this country and we are certain that we don’t have any order of bankruptcy issued against the company.”

That Global Security is facing bankruptcy litigation in Russia is public information as indicated by the data about the company from Honest Business website, which curates information about businesses and companies in Russia.

The status of the company was published by media Houses on Sunday.

On Monday several MPs expressed surprise that the government could enter a contract with a company that is facing bankruptcy litigation. They also queried the process through which the contract was awarded, whether it was open and if PPDA was involved. URN
