The Chief of Defence Forces, Gen Muhoozi Kainerugaba, has promoted Brig Oscar Munanura to the rank of Acting Major General and appointed him Chief of Defence Intelligence and Security (CDIS) of the Uganda Peoples’ Defence Forces (UPDF).
The appointment was announced in a press statement issued in Kampala on Tuesday, October 27, 2026, by Col Chris Magezi, the acting director of Defence Public Information at the Ministry of Defence and Veteran Affairs.
Munanura was previously serving as deputy chief of Defence Intelligence and Security under Maj Gen Richard Otto, who has been moved to the Joint Staff Human Resource Management for redeployment.
“The UPDF fraternity congratulates Ag Maj General Oscar Munanura on the promotion and appointment, and commends Maj General Richard Otto for the great work he has done during his tenure,” Magezi said in the statement.

The military also wished both officers well in their new assignments.
The appointment places Munanura at the head of the UPDF’s Defence Intelligence and Security department, which is responsible for military intelligence and security functions.
Otto’s reassignment comes as part of changes in the military’s senior leadership. The statement did not specify his next role following his secondment to Joint Staff Human Resource Management.
The announcement did not provide further details about the reasons for the changes or indicate when Munanura would formally assume his new responsibilities.
