TEREGO DISTRICT — Residents and leaders of Terego District have hailed President Yoweri Kaguta Museveni, the NRM Presidential flag bearer, for his steady and visionary leadership in steering Uganda’s socio-economic transformation.

Speaking during a presidential campaign rally at Leju Stadium on Friday, the leaders credited President Museveni for bringing peace, stability, and tangible development projects that have spurred rapid growth in the country’s youngest district.

Upon arrival, President Museveni officially commissioned Leju Stadium, a newly constructed facility that stands as a symbol of Terego’s expanding infrastructure and development.

“Terego Is Growing Fastest Under Your Leadership”

The NRM Chairperson for Terego District and Minister of State for Urban Development, Hon. Obiga Kania, welcomed the President and congratulated him upon his nomination as NRM National Chairman and Presidential flag bearer.

“Your Excellency, we welcome you to Terego and congratulate you upon your nomination,” Hon. Kania said. “In just four years, with your support, we have constructed administrative blocks, office complexes, and this magnificent stadium. Terego is now the fastest-growing district in Uganda, thanks to your Presidential Initiative programs.”

Hon. Kania presented a development fact sheet showing that Terego, with 42 parishes, has received Shs 12.9 billion under the Parish Development Model (PDM), benefiting 13,004 households.

Under the Emyooga program, the district has established 34 SACCOs with 19,553 members across its two constituencies, receiving Shs 1.2 billion from the government.

Terego currently boasts 73 government primary schools, 8 secondary schools, one Health Centre IV, and five Health Centre IIIs. In addition, 72% of rural villages now have access to safe water, and the entire district is connected to the national electricity grid.

Kania further appealed for the upgrade of Omugo Health Centre IV to a General Hospital, and the establishment of new or upgraded health facilities in Obofia and Bileafe Sub-counties.

“Politics Is Like Medicine — You Must Diagnose the Right Problem”

In his address, President Museveni commended the people of Terego for their strong support and reaffirmed the NRM’s commitment to peace, unity, and development.

“Politics is like medicine,” the President said. “When a doctor gets a patient, he must first find out what the patient is suffering from. If the diagnosis is correct, the patient will heal. Some leaders in the past were treating the wrong disease — they thought tribes and religions were the most important things.”

He said the NRM’s ideology of national unity had cured Uganda of its historical divisions and ushered in unprecedented peace.

“The NRM has achieved peace for the first time in 500 years,” Museveni said. “Before colonialism, there was chaos, then wars under Kabalega, Mwanga, Amin, and UPC. It is only under the NRM that Uganda has achieved lasting peace.”

He emphasised that this peace was built on rejecting sectarianism. “We no longer look at tribe, religion, or gender — we look at ability. That’s how we’ve built strong national institutions like the army, police, judiciary, and academia,” he said.

Focus on Infrastructure, Education, and Wealth Creation

President Museveni outlined the three pillars of NRM’s success — peace, development, and wealth creation — stressing that development depends on both economic infrastructure (roads, electricity, water, telephones) and social infrastructure (education and health).

He highlighted major infrastructure projects connecting the West Nile, including the Karuma–Koboko, Atiak–Moyo–Yumbe–Koboko, and Nebbi–Zombo–Arua roads, as well as upcoming works on the Manibe–Yumbe and Terego–Moyo roads.

“We are bringing Karuma power all the way to Koboko,” he said. “These days, when I come to West Nile, my helicopter must land carefully because of power lines — in the past, there were none.”

On education, the President noted Terego’s progress but called for equitable distribution of schools. “You have 42 parishes, but six still lack government primary schools. That must be corrected. In the next term, we shall ensure every parish has a primary school and every sub-county has a secondary school,” he pledged.

He also directed head teachers to stop charging illegal fees in government schools. “Education must be truly free. We shall add 50,000 teachers to close the gap and stop this habit of expelling children over money,” he said.

“Development Belongs to All — Wealth Belongs to Families”

President Museveni reminded Ugandans that development and wealth creation go hand in hand.

“Development like roads and electricity is for everyone, but the money to build them comes from taxes generated from wealth. The more wealth you create, the more jobs and taxes we get,” he explained.

He encouraged citizens to embrace government programs such as PDM, Emyooga, and the Presidential Skilling Hubs to fight poverty and create wealth.

“I am always begging you to get out of poverty. Let us build a modern Uganda without poverty and ignorance,” Museveni said. “Support NRM so that we achieve this together.”

The President also announced a new Graduate Fund to support unemployed university graduates. “A graduate who has not got a job for two years should be able to access funding. We shall create a Graduate Fund to support them,” he revealed.

West Nile Pledges Unwavering Support

NRM Vice Chairperson for Northern Uganda, Hon. Hamson Obua, praised the President for transforming Uganda and pledged continued support from West Nile and the North.

“Your Excellency, Terego is the last-born district, granted by you,” Obua said. “You have turned Uganda from a refugee-producing country into the number one refugee-hosting nation. You are a record-breaker. For us, voting for you is not a choice — it is an obligation.”

He lauded the President for championing the Four-Acre Model and wealth creation initiatives, assuring that Terego, West Nile, and the North remain firmly behind the NRM’s vision.

“We commit that Terego will support you, West Nile will support you, and Northern Uganda will support you,” he declared.

The event was attended by NRM Central Executive Committee (CEC) members, Members of Parliament, religious and cultural leaders, and thousands of enthusiastic supporters.
