Uganda and Azerbaijan signed a Memorandum of Understanding (MoU) on visa waivers for Diplomatic and Service/Official Passport holders on October 15, 2025.

The signing took place on the sidelines of the 19th Ministerial Review Meeting of the Non-Aligned Movement (NAM).

The waiver is designed to facilitate the movement of officials between the two countries as they intensify their engagements.

This MoU follows a previous agreement on Political Consultations and subsequent efforts to deepen and strengthen bilateral cooperation.

Hon. David Muhoozi, Minister of State for Internal Affairs, signed on behalf of Uganda, while Hon. Samir Sharifov, Deputy Minister of Foreign Affairs, signed for the Republic of Azerbaijan.

The ceremony was witnessed by Hon. Oryem Henry Okello, Minister of State for International Affairs. The agreements reflect ongoing efforts by the Ugandan Embassy in Tehran (which is accredited to Azerbaijan) to strengthen ties with Azerbaijani authorities.
