IGP Byakagaba Appoints Electoral Policing Commanders Ahead of Elections

The Inspector General of Police (IGP), Abas Byakagaba, has announced the creation of nine (09) electoral policing zones and the immediate appointment of their respective zonal commanders, in a move aimed at bolstering security and ensuring a peaceful electoral process during the upcoming primaries and general elections.

The appointments, detailed in a press release issued today from the Uganda Police Force Headquarters, highlight a proactive approach by the police leadership to coordinate security efforts across the nation.

“The Inspector General of Police, Abas Byakagaba, has created nine electoral policing zones to coordinate security efforts and ensure a peaceful electoral process during both the primaries and general elections,” stated the press release, emphasising the strategic importance of this new structure.

Among the key appointments, AIGP Kafeero Moses Kabugo will head the Busoga Zone (Jinja), covering Busoga North, Busoga East, Kira, and Sezibwa. AIGP Tanui Stephen has been assigned the Northern Zone (Gulu), with responsibility for Aswa, West Nile, North West Nile, and East.

CP Lawot Patrick will oversee the Karamoja Zone (Moroto), which includes Mt Moroto, Kidepo, Elgon, Sipi, Bukedi South, and Bukedi North. The Kyoga Zone (Soroti) will be commanded by CP Nkore Paul, covering North Kyoga, East Kyoga, and South Kyoga.

Further appointments see CP Maate Godfrey Bolingo taking charge of the Central Zone (Masaka), encompassing Masaka West, Masaka East, Wamala, and Katonga. CP Muhuya Moses is assigned to the Albertine Zone (Hoima), covering Albertine South, Albertine North, and Savannah.

The densely populated capital will fall under CP Ecega Richard, who will lead the Kampala Metropolitan Zone (Kampala), responsible for KMP North, KMP South, and KMP East.

The western regions will see CP Kulaigye Hillary commanding the South Western Zone (Mbarara), with coverage of Rwizi, Kigezi, and Greater Bushenyi. Finally, CP Namuwoza Dennis will head the Rwenzori Zone (Fort Portal), overseeing Rwenzori East and Rwenzori West.

“These appointments are effective immediately and underscore our commitment to a secure and orderly electoral period,” said ACP Rusoke Kituuma, PRO UPF, in a statement. “Our zonal commanders have been tasked with crucial responsibilities to ensure that all electoral activities proceed without incident, and that citizens can exercise their democratic rights in a safe environment.”

The creation of these specialised zones and the deployment of experienced commanders are expected to enhance coordination between police units, improve intelligence gathering, and facilitate rapid response to any potential security threats that may arise during the electoral season.

The Uganda Police Force reiterated its dedication to upholding peace and order, urging all stakeholders to cooperate with the appointed commanders for a successful electoral process.
