Uganda’s Ministry of Works and Transport (MoWT) has announced that the comprehensive review of the Express Penalty System (EPS Auto) and its related speed regulation framework is still ongoing, following a temporary suspension of its implementation on June 12, 2025.

The suspension was initiated in response to widespread concerns raised by road users, particularly public service vehicle operators.

In a press statement dated July 13, 2025, the Ministry confirmed its commitment to developing a fair, transparent, and citizen-centred road safety enforcement system. The primary goal of the suspension is to facilitate a thorough review of the system, its regulations, and operational aspects before reinstatement.

Multi-agency meetings have been held during this period, involving key stakeholders such as the Uganda Police Force, the Kampala Capital City Authority, and the Ministry of Justice and Constitutional Affairs. These collaborative efforts have identified several critical areas that are now under review.

These include: all system-related errors and gaps, speed limits, payment timelines and various fees and surcharges.

Technical and legal committees have been constituted to delve deeper into these issues, with the mandate to study them in depth and recommend practical reforms. The recommendations from these committees will subsequently be shared with the Ministry’s top leadership before being presented to the Cabinet for consideration, sensitisation, and eventual rollout. The Ministry assures the public that the outcomes of this review process will be duly informed.

While the enforcement of the EPS Auto remains temporarily suspended, the Ministry emphasised that road safety laws are still fully in force. The public is strongly reminded to continue obeying existing traffic signs and regulations, respecting speed limits and pedestrian zones, and to avoid reckless driving and other traffic offences.

Susan Kataike, Principal Communications Officer/Spokesperson for the Ministry of Works and Transport, expressed gratitude for the public’s continued cooperation and encouraged all road users to uphold safety as a shared responsibility.

This ongoing review signals the government’s responsiveness to public feedback regarding the EPS Auto, aiming to refine the system for more equitable and effective road safety enforcement across the nation.
