Unconfirmed reports indicate that the Administration of Kibuli Secondary School has forced the headteacher, Hajj Ali Mugagga to resign his position following allegations of sexual abuse toward female students.
The school’s deputy headteacher, Hajjat Mastula Nambajjwe in charge of welfare is reportedly the Acting school head effective yesterday, Wednesday.
Hajj Mugagga was pushed to step down pending investigations into claims that he has for long been sleeping with female students.
Coincidentally, on Wednesday, Hajj Ali Mugagga handed over his office to his deputy, Nambajjwe to embark on a two months ‘leave’.
In the letter dated January 23, obtained by this website, Mugagga writes to his deputy stating “following my successful request for annual leave, I am happy to inform you that my leave will commence on January 23 for a period of 36 days”.
“I therefore hand over management to you,” the letter adds. It is copied to the Chairman Board of Governors, Chairperson PTA, Deputies, Director of Studies and Staff Room of Kibuli S.S.
Accusations
At the beginning of this week, a whistleblower reported some details of an investigation covertly conducted by a group of vigilantes, indicating how Mugagga has for several years sexually exploited underaged girls, female teachers and parents with impunity. He allegedly lured the girls into sex in exchange for money and support for their education.
The ‘investigations’ that span from 2016 further point to “chilling” findings including the fact that Mugagga, a long time educationist has impregnated young girls, majority from poor families and forced them to abort.
The whistleblower says that they used some of the victims to set traps and obtain video and audio recordings of Mugagga making sexual advances on female students. Some of these students have become wives to the headteacher, according to the whistleblower.
“Out of the 18 victims that we interacted with in the course of this investigation, five broke down and confessed to having been given money by Hajj. to abort the pregnancies they had got while still minors in school,” says the whistleblower.
They add that “the stories are so terrible that some of the emotional interviewers had to be excused from some sessions to avoid premature publication of our information”
“We were able to collect and make recordings of 2,347 minutes while interrogating the victims in these five cases. In the middle of the recordings, some of the girls and mothers break down and our interviewers do some counseling”.
The said evidence implicating Mugagga is said to have been obtained through corroborating the telephone conversations between the headteacher and the victims.
Some of the staff in Gombe SS, Lubiri SS and Kibuli SS, where Hajj Mugagga has previously worked too confessed to his sexual predatory behavior, the investigator writes.
Despite attempts to raise a redflag to the governing Board at Kibuli S.S, the whistleblower says no action was taken to have Mugagga transferred to a single boys school or have him retired. Instead, “we later learnt that the Members of the Board of Governors had decided to ‘own’ up Hajj. Mugagga’s misdeeds and buy off the complainants” the missive states.
They say that the headteacher enjoys protection from high profile individuals in key positions of government including the Education Service Commission.
However, the group that identifies itself as UB40 that conducted the probe into Mugagga’s misdeeds threatens to go the extra mile to expose him by “dropping the bombshell to let the country know of this poorly kept secret of our Education system”.
“We are working closely with patriots within the security services to provide security to some of the vulnerable victims whose lives could be in danger”.
The group has appealed to relevant authorities in the Ministry of Education to prevail over Mugagga and to rid school leadership of paedophiles and sexual offenders.
