Uganda Medical Association Demands Release of Dr Kizza Besigye on Health Grounds

Kampala– The Uganda Medical Association (UMA) has issued an urgent appeal for the immediate release of Rtd. Col. Dr. Kizza Besigye, citing his deteriorating health condition while in detention at Luzira Prison.

In a press release, the UMA expressed grave concern over Dr. Besigye’s worsening physical state, as evidenced during his latest court appearance. The medical body emphasised the need for specialised healthcare intervention from a facility and medical team of his choice.

“The Uganda Constitution declares healthcare as a fundamental human right, and this should not be denied under any circumstances,” the statement read.

Calls for Urgent Medical Attention

Citing international standards, including the Universal Declaration of Human Rights, the World Medical Association’s Declaration of Tokyo, and the United Nations Standard Minimum Rules for the Treatment of Prisoners (Nelson Mandela Rules), UMA asserted that Besigye is entitled to the highest quality medical care.

Given his inability to control motor functions and other concerning symptoms, UMA has called for his immediate bail on medical grounds, warning that any delay could lead to irreversible health consequences.

UMA’s Demands to Authorities

The medical association urged the government, judiciary, prisons, and parliament to take the following immediate actions; facilitate Besigye’s Immediate Medical Release – Allow him to access specialized treatment outside detention, conduct an Independent Medical Assessment – A thorough examination by a team of medical experts to determine the appropriate course of treatment and ensure Continuous Health Monitoring – If his release is delayed, guarantee adequate medical supervision within Luzira Prison and adhere to International Human Rights Standards –ensuring that Besigye’s detention conditions comply with global health and human rights laws.

Warning Against Continued Rights Violations

The UMA reaffirmed its commitment to defending the health rights of all individuals, vowing to intensify advocacy efforts if the authorities fail to act.

“We emphasise the urgency of this situation and appeal to all involved parties to prioritize the health and human rights of Dr. Kizza Besigye—they are non-negotiable,” UMA stated.

The call for Dr. Besigye’s medical release has intensified amid growing public concern over his well-being and the treatment of prisoners in Uganda. The government is yet to respond to UMA’s demands.
