While speaking to the press, Kagingo emphasised integration of strategic communication at inception of programmes.

“The shift can bridge the gap between policy and public understanding, ensuring initiatives are both impactful and sustainable to achieve long-term goals,” she is quoted as saying.

Makerere University Journalism and Communication Department, in 2022, phased out its master’s in journalism and communication and split the programme into two programmes: Master’s in Strategic and Corporate Communications and Journalism and Multimedia.

The pioneer students of the above new programmes, with 12 from Communication and three from Journalism, graduated on Friday.

“To the extraordinary Sarah Kagingo—Master of Strategic & Corporate Communication!  Your brilliance commands admiration, your journey is a beacon of excellence. #Mak75thGrad celebrates a true icon of intellect and impact. The world is your canvas—paint it bold!” said Dr Annette Kezaabu, Chair of the Uganda Pornography Control Committee, in a congratulatory message.

Kagingo is a business executive and strategic communications professional. Currently, she serves as the Vice Chairlady of the Board of Directors at Private Sector Foundation Uganda. She is the managing director of SoftPower Communications.

Kagingo received her Bachelor of Library and Information Science from Makerere University back in the 90s. In 1997, she was voted as a Guild President for Makerere University (1997–1998) becoming the second female candidate to win the Guild presidency since Makerere University was founded in 1922.

She went on to pursue a professional career in public relations at the Chartered Institute of Public Relations, United Kingdom.

In 2013, Kagingo was appointed as the Special Presidential Assistant for Communication (2011-2014.). After a stint at State House, she founded SoftPower Communications and SoftPower News, an online news.

In 2019, Kagingo was elected as the Director of the Professional Services Sector at the Private Sector Foundation Uganda (PSFU), the apex body of Uganda’s private sector. She has since been elected as the Vice Chair of the Board of Directors, where she has made a significant impact in a short period.

She is the former president of Uganda’s Public Relations Body (2018–2020). Kagingo serves as a board member at Private Sector Foundation Uganda (PSFU), a member of the Exco of the National Association of Broadcasters (NAB, Uganda Women Entrepreneurs (UWEAL), and Uganda Media Women’s Association (UMWA).

On 3 August 2021, Kagingo was appointed as the new Principal Press Secretary of the Speaker of the Parliament of Uganda.
