Frank Nyakaana Rusa has officially been appointed as the acting Executive Director of Kampala Capital City Authority (KCCA) following the dismissal of Dorothy Kisaka.

Rusa has been serving as the legal director at Kampala Capital City Authority.

Early this week, the President fired three top KCCA officials following the IGG report on the Kiteezi landfill disaster. The IGG’s report outlined severe negligence. The collapse of the landfill left 36 people dead, more than 30 missing and 65 families displaced.

Those dismissed included Dorothy Kisaka – Executive Director, Engineer Luyimbazi – the Deputy Executive Director and Dr. Daniel Okello -Director for Public Health.

“Following the dismissal of Ms. Dorothy Kisaka as Executive Director, Kampala Capital City Authority in Public Interest by H.E the President of the Republic of Uganda, you are hereby assigned the duties of Executive Director. You will hold the post until a substantive Office holder is appointed by the Appointing Authority,” a letter to Frank Rusa, by Deborah Katuramu, Deputy Head of Public Service and Deputy Secretary to Cabinet read.

She added, “The assignment takes immediate effect.”

According to the appointment terms, Rusa will have to make quarterly reports to the Head of Public Service and Secretary to Cabinet, copy in the Minister in charge of Kampala Capital City and Metropolitan Affairs; on the state of affairs of the Capital City or as the Minister or the Authority may determine/require.

Additionally, Rusa will be fully facilitated with transport for official duty, communication, duty allowance and any other entitlements that accompany the foresaid responsibility.

Speaking shortly after his appointment, Rusa Pledged to work with the current team at KCCA to bring order in the city.

“We have a lot of challenges, key being kiteezi, and the road infrastructure, however, as the interim leader, I pledge total commitment to bring order in the city. Our city has over 4 million people, this is a big number, the people want to go to work, and on time, in the near future, we shall release our objectives for the next 100 days we have been given.”

He called for collective responsibility and collaboration from the people of Kampala and the political wing led by the lord mayor, Erias Lukwago.

Who is Frank Rusa?

Rusa has served as the Executive Secretary of the inter-party Organisation for Dialogue (IPOD), a forum that brings together political party leaders of all the parties represented in the Parliament of Uganda.

He has also served at Democratic Governance Facility (DGF). Between 2003 and 2006, he served as head of Legal and Public Relations Department at the Uganda Electoral Commission.

He also served as the State Attorney, Directorate of Public Prosecutions.
