The Uganda Bureau of Statistics (UBOS), in line with international best practices of conducting a National Population and Housing Census, will conduct a Post-Enumeration Survey (PES) in August 2024 in all 135 districts and 11 Cities.

PES is an independent exercise aimed at validating the quality of Census 2024 results in terms of coverage and content. It replicates a Census and its results are compared with Census results.

According to Dr Chris N. Mukiza, Executive Director/ Census Commissioner, the Bureau already identified a team of independent personnel who have already undergone training at the National Level.

The training at the 15 statistical sub-regions is underway and it will immediately be followed with data collection.

The Post-Enumeration Survey targets all persons who spent the Previous Night in the households of an Enumeration Area and persons who spent the Previous Night outside the household but came back late e.g. in bars, discos, or other night event venues as well as those who spent the previous night looking after the sick in hospitals etc., will be recorded to have spent the previous night in their respective households.

According to Dr Mukiza, members of the Household who were admitted to hospital on the Previous Night, will not be enumerated but their caretakers who were away on the Previous Night will be included.

“Persons at a funeral will be enumerated from their respective households. Children born after the Previous Night will not be included. However, persons who were in the Household on the Previous Night but died before the interview will be included.”

He said security persons (police, army, security guards etc.) who spent the Previous Night on duty will be enumerated in their respective households.

However, the following are examples of institution arrangements where persons living in will not be enumerated. Education Institutions e.g. Boarding School students and Halls of Residence; Religious Institutions e.g. Convents, Religious training institutions (e.g. schools run by Seminaries); Refugee Camps; UPDF/P01ice/Prisons Barracks; Disabled people’s homes e.g. Katalemwa, Cheshire Home.”

Others include; Hostels (with shared eating arrangements), Hostels without shared eating arrangements shall be treated as households; Armed Forces training schools e.g. Police training schools, Army training schools and Prisons training schools; In-patients at medical institutions e.g. Hospitals, Health Centres,

Clinics; Reformatories, e.g. Kampiringisa Children’s Home; Orphanages e.g. Sanyu Babies’ Home, Nsambya Babies’ Home, etc and Police/ ISO/Army Cells.

“UBOS would like to appeal to all Households in the sampled villages to cooperate with Field staff to ensure accurate capture of the information. All LC Chairpersons (I, II and III) are encouraged to mobilize their respective selected villages to enhance full enumeration coverage,” said Dr Mukiza.

Meanwhile, the Bureau is currently processing and analysing raw Census data to the village level. Final results will be disseminated at the end of September 2024.

UBOS conducted the National Population and Housing Census in May 2024. The preliminary results indicate a total population of 45.9 million people.

The Census 2024 was 99% supported by the Government of Uganda with a total of Uganda Shillings Uganda Shillings 328.74 Billion received to undertake the exercise.

The development partners which included UNHCR, UNDP and UNFPA contributed 1% amounting to Uganda Shillings 18.5 Billion.
